NASA/AFRC has a requirement for continued facility operations, maintenance, repair, janitorial services, grounds-keeping services, and other directly related services for all facilities (buildings, utilities, structures and related systems) and assets (equipment and utility infrastructure) at NASA AFRC located in Edwards, CA and Palmdale, CA. These support services are currently being performed under the Center's Facilities Operations and Maintenance (O&M) contract. NASA/AFRC intends to negotiate a contract performance schedule extension with the incumbent contractor HMS, JV who currently performs Facilities Operations and Maintenance (O&M) requirement at NASA AFRC under contract NND13AD53C. Authority for the requirement is 41 U.S.C. 3304(a) (1) and FAR 6.302-1 (a) (2) - Only one responsible source. Justification is based upon HMS, JV's unique qualifications which are necessary due to the specialized nature of the work performed under this contract that must be sustained while the follow-on competitive procurement is ongoing. HMS, JV has the combined training, experience, and expertise necessary to provide uninterrupted continuation of facilities O&M support. Continuity of these services from HMS, JV is necessary to continue supporting daily operations, maintenance, and repairs that are core to maintaining AFRC's facilities and accomplish NASA's overall mission. If NASA AFRC attempts to procure these services from any other source for this interim period, a break in service may occur which would cause significant disruption, delay, and undue costs that may irreversibly impact the mission. NASA AFRC must therefore ensure continuity of these services to avoid significant adverse impact to AFRC and the overall NASA mission<<
